George Town World Heritage Incorporated (GTWHI) was established by the Penang State Government as the State Heritage Agency in April 2010 to spearhead efforts to ensure that George Town’s legacy will not be lost. George Town World Heritage Incorporated is an organization dedicated to protecting, promoting and preserving George Town as a sustainable city. GTWHI works in cooperation with the federal, state, and local governments as well as several non-government organisation to manage, monitor, promote, and execute heritage-related activities. We identify the problems areas, build a strategy, and call on experts and stakeholders in our vast network to work with us towards the solution. We provide advice to property owners, architects and builders; conduct skill development workshops; conserving and management of the physical site; to historians and arts practitioners on a programme of educational and cultural activities.
Built Environment and Monitoring Officer
A. Job Description
The Built Environment and Monitoring Officer is responsible for ensuring that the conservation, restoration, monitoring, and management activities on built heritage within and beyond the George Town UNESCO World Heritage Site are conducted in accordance with building codes and conservation guidelines. She or he will be supporting the Built Environment and Monitoring department, and is expected to perform the following tasks and responsibilities in a highly professional manner.
B. Task and Responsibilities
- Conduct site visits and monitoring activities on a regular basis to ensure that all construction, restoration and repair of heritage properties within and beyond George Town World Heritage Site are conducted in accordance with building codes and conservation guidelines.
- Manage and maintain the Built Heritage Database System.
- Review, comment and provide constructive suggestions on development plans in compliance with building codes and zoning activities based on the George Town Special Area Plan.
- Collaborate with local authorities to ensure necessary enforcement is engaged promptly and effectively.
- Investigate complaints and enquiries on conservation related issues.
- Prepare Heritage Management Plans, Heritage Impact Assessments Guidelines, Design and Conservation Guidelines and other conservation reports and policies.
- Establish and maintain effective working relationships with colleagues.
- Undertake other duties and attend meetings as assigned by the General Manager.
C. Requirements
- Bachelor degree or equivalent qualifications in the field of Built Environment, Town Planning, Geomatics, Geo-informatics, Heritage Conservation, Building Survey. Committed fresh graduates are welcomed to apply for this position.
- Proficiency in Microsoft Office applications, AutoCAD, ArcGIS, Adobe Illustrator and other related applications.

Conservation Architect
A. Job Description
The Conservation Architect is responsible for leading conservation, evaluation, restoration, and monitoring efforts on built heritage within and beyond George Town UNESCO World Heritage Site. She or he will be supporting the Built Environment and Monitoring Department and is expected to work with various stakeholders on built heritage inventories, database updates, and premise status. She or he shall perform the following tasks and responsibilities in a highly professional manner.

Heritage Program Officer
A. Job Description
The Heritage Program Officer is responsible for the development, deployment and maintenance of heritage programs for targeted stakeholders with the aim to promote collective efforts in conservation and the safeguarding of George Town World Heritage Site’s Outstanding Universal Values. She or he will be supporting the Research, Resource and Education Department, and is expected to perform the following tasks and responsibilities in an accurate, timely and highly professional manner.
B. Task and Responsibilities
- Develop heritage program content for targeted stakeholders (such as government agencies, local communities, public, and schools).
- Manage the production of materials and curriculum.
- Coordinate and execute the implementation of the program.
- Monitor course implementation and evaluate results.
- Review of program and reporting.
- Develop proposals and project modalities in view of promoting the platform and expanding the activities in the framework of the project.
- Identify potential partners for the expansion of the project through social media.
- Ensure the integration of a gender equality and cultural diversity perspective, and human rights-based approach in programme/activity design.

Finance and Accounts Officer
A. Job Description
The Finance and Accounts Officer is responsible for preparing financial statements, maintain cash controls, preparing payroll and personnel administration, monitoring and processing purchasing matters, maintaining accounts payable. She or he will be supporting the Administrative and Finance Department, and is expected to perform the following tasks and responsibilities in an accurate, timely and highly professional manner.
B. Task and Responsibilities
- Administer and monitor the financial system to ensure that the municipal finances are maintained in an accurate and timely manner.
- Ensure all transactions are properly recorded and entered into the computerized accounting system.
- Ensure security and legitimacy for all cash flow in and out.
- Establish and maintain supplier and consultant accounts.
- Coordinate and assist the annual audit.
- Oversee purchase ordering and process purchase invoices for payments
- Maintain the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all transactions.
- Prepare and present accounts and financial statements during Board of Directors meetings.
- Administer employee files and record in order to ensure accurate payment of benefits and allowances.
- Administer the monthly payroll in order to ensure that employees are paid in an accurate and timely manner.
- Monitor and maintain of stores and fixed assets register.
- Ensure all financial regulations are strictly adhered to.

- Bachelor’s Degree in Accounting or related field.
- Member of Malaysian Institute of Accountants.

- At least three (3) years of relevant working experience in related field or position.

Information Management Officer
A. Job Description
The Information Management Officer is responsible for designing and implementing strategy to accumulate, manage, analyse and disseminate information of George Town World Heritage Incorporated to the defined target audiences effectively and efficiently. Where information gaps exist, the Information Management Officer may help setting up primary data collection systems and organise needs assessments, which may also involve other stakeholders. She or he will be supporting the Collaboration and Communication Department, and is expected to perform the following tasks and responsibilities in an accurate, timely and highly professional manner.
B. Task and Responsibilities
- Draft and manage the information management strategy, including the internal management of information within George Town World Heritage Incorporated, document management, flows of information and discovery of data/information and define operational and funding requirements for the implementation of the strategy.
- Analyse data, identify and address information management gaps, and facilitate information sharing through printed and online portal.
- Identify new information and data requirements to support operations of the office and it’s partners.
- Design and implement a structured dissemination plan for all information products and services as appropriate (e.g. web portal, mailing list, information centres, etc.) including the definition of standard operating procedures for clearing information products for release.
- Work closely with the General Manager to ensure consistency and inter-operability between departments.
- Support the promotion of data and information sharing with the targeted stakeholders, which includes international bodies, government agencies and local communities.

- Bachelor degree or equivalent qualifications in Information Technology, Demography, Statistics, or related field.

- Proven skills to analyse information.
