    A Penang government-linked company, PIC was formed in July this year (2020) to lead the implementation of the Penang Transport Master Plan (PTMP), which consists of the
    Bayan Lepas LRT, Pan Island Links, major roads and the Penang third link.

    PIC is also involved in the planning and development of Penang South Reclamation
    (PSR), as well as its topside development.

    Chief Financial Officer (CFO)

    Job Responsibilities :-

    1. Provide leadership and coordination in the administrative, business planning, accounting and budgeting efforts of the company;
    2. Prepare or direct preparation of financial statements, business activity reports, financial position forecasts, annual budgets, and/or reports required by regulatory agencies;
    3. Develop internal control policies, guidelines, and procedures for activities such as budget administration, cash and credit management, and accounting;
    4. Manage financial matters such as operating expenses and development expenses;
    5. Prepare Monthly and Annual Budget Report to the CEO and Board of Directors;
    6. Coordinate certification for CEO or Board approval;
    7. Manage the payment of Development Allocation, Allocation Warrant, Transfer of Allocation;
    8. Prepare and submit financial statements;
    9. Prepare quarterly expense reports;
    10. Conduct independent inspections and audit evaluations and objectives towards improving the quality of governance at all levels of management based on acts, circulars and by-laws used to cultivate an excellent work environment;
    11. Evaluate the effectiveness, robustness, and adequacy of internal control structures. Quality and continuous improvement are emphasized in the organizational control process;
    12. Review compliance with policies, planning, procedures, laws and regulations;
    13. Verify the existence of assets and ensure that they have been properly accounted for and protected from any kind of loss;
    14. Review the validity of financial information and operating data by evaluating overall Computer security controls and procedures in data processing;
    15. Conduct special inspections and reviews requested by management including investigating reports of fraud or breach of trust, theft and waste as well as proposing controls to prevent and detect any such incident;
    16. Evaluate in terms of economy and efficiency of the resources used and recommend improvements in operations;
    17. Determine the extent to which the objectives and targets set for operations or programs are achieved in an effective, efficient and economical manner within cost-effective constraints and in line with established laws and regulations;
    18. Monitor contract performance and compliance in accordance with contracts, contract management plans, risk management plans and organizational procedures;
    19. Manage the goods and services contract set to be in line with the contract objectives and customer needs;
    20. Provide a complete set of accounting, management reports and cash flows that comply with statutory laws and audit requirements;
    21. Monitor and review daily account operations to ensure accuracy in recording transactions and financial dates that comply with internal policies and procedures;
    22. Prepare management’s monthly and annual budgets and oversee projections and cash flow management;
    23. Prepare and review tax calculations and tax planning to minimize tax liability;
    24. Deal with investors to strengthen the implementation of Penang Transport Master Plan (PTMP) and Penang South Reclamation Project (PSR);
    25. Prepare economic evaluation reports for project financing and development when required;
    26. Monitor and advise the corporation on investment activities and the current financial status of the corporation;
    27. Ensure compliance with all statutory act requirements, update and implement any changes in accordance with accounting standards promptly;
    28. To ensure annual reporting are prepared in accordance with policies procedures and financial reporting standards;
    29. To ensure the efficiency and effectiveness of treasury and operation functions;
    30. Oversee tax operations in areas of compliance, tax planning, tax provisioning and audits; and
    31. Drive financial and operation improvement.

     

    Job Requirements :-

    1. Degree in Finance & Accounting or Economics;
    2. Professional qualification e.g. ACCA;
    3. Minimum 10-15 years of relevant working experience in financial controlling, property management, investment background;
    4. Strong understanding of accounting principles and financial analysis;
    5. Strong quantitative and qualitative analytical skills;
    6. Strong business applications skills, e.g.: Microsoft Excel, Word, and PowerPoint;
    7. Good in financial modelling and forecasting;
    8. Good written and spoken English;
    9. A team player, strong sense of responsibility, proactive and able to work under minimum supervision;
    10. Proactive thinker to spot and manage issues impacting the work scope;
    11. Good leadership, people management and interpersonal communication skills;
    12. Matured and results oriented with ability to manage tight deadlines and work under pressure; and
