    PENANG INFRASTRUCTURE CORPORATION SDN. BHD. (PIC)

    A Penang government-linked company, PIC was formed in July this year (2020) to lead the implementation of the Penang Transport Master Plan (PTMP), which consists of the
    Bayan Lepas LRT, Pan Island Links, major roads and the Penang third link.

    PIC is also involved in the planning and development of Penang South Reclamation
    (PSR), as well as its topside development.

    Head of Contract, Procurement & Commercial

    Job Responsibilities :-

    1. Responsible for pre and post tender/contract management and cost planning;
    2. Hands on in review of mega C&S, M&E, Rail System, Reclamation and Highway projects tender/contract documents, calculate costing estimation and compile required information;
    3. Hands on in reviewing contract terms and highlight terms that are not favourable and recommend tender strategies;
    4. To manage and lead a team of Quantity Surveyors;
    5. Hands on in sourcing for sub-contractors / suppliers and negotiate for competitive prices;
    6. To review tender sum, terms and conditions in contract documents for successful project tendered/awarded;
    7. Hands on in monitoring project progress, resolve contractual disputes and manage project costing;
    8. Preparation of project budget upon award of the new contract and kick start of new developments;
    9. Administer the main contract by evaluating and checking interim valuations, valuation of final variations, preparation of extension of time and loss and expenses claims, preparation of claim and negotiation of Final Account;
    10. Administer sub-contract by selecting and recommending sub-contractors and awards of sub-contracts, evaluating sub-contract’s interim claims;
    11. Preparation of cost monitoring report, advise the Project/Construction Manager in cost control and cost improvement on going project and in a timely manner;
    12. Ensure accurate cash flow reporting takes place;
    13. Have a good understanding of the processes and procedures used by any JV/Alliance and assist in their development and improvement;
    14. Ensure that any main contracts entered into have terms and conditions that are appropriate with commercial risks identified;
    15. Handling project agreements such as Joint Venture Agreements, Shareholder Agreements, Engineering, Procurement and Construction contracts, etc;
    16. Drafting and reviewing commercial contracts ranging from sales contracts, Non-Disclosure Agreements (NDA), tender documentation, etc;
    17. Preparation of tender submissions which includes checking tender documents and attending tender interviews;
    18. Attend meetings to discuss and clarify contractual matters;
    19. Provide advice to project team relating to contractual matters; and
    20. Provide support to Legal Department when and where required.

     

    Job Requirements :-

    1. Degree in Quantity Surveying or equivalent;
    2. 15-20 years of working experience in pre and post tenders of mega C&S, M&E, Rail System, Reclamation and Hihgway and property development projects in construction industry is required for this position;
    3. Relevant working experience with a proven track record in the Main Contract and sub-contract preparation, submissions, pricing negotiation, dispute management, cost management for pre-contract and post-contract administration in Construction such as high rise commercial buildings, convention center Rail System, Reclamation and Highway projects;
    4. Good in communication, negotiation skills, interpersonal skills and contractual knowledge;
    5. Competent in project cost management and contractual dispute resolution;
    6. Good written and spoken English;
    7. Good knowledge in claims preparation and final claims;
    8. A team player, strong sense of responsibility, proactive and able to work under minimum supervision; and
    9. Work experience in Contracts Management is a pre-requisite. Well versed in Standard Codes & Specifications and Contracts Interpretation.
