    PENANG INFRASTRUCTURE CORPORATION SDN. BHD. (PIC)

    A Penang government-linked company, PIC was formed in July this year (2020) to lead the implementation of the Penang Transport Master Plan (PTMP), which consists of the
    Bayan Lepas LRT, Pan Island Links, major roads and the Penang third link.

    PIC is also involved in the planning and development of Penang South Reclamation
    (PSR), as well as its topside development.

    Head of Human Resources

    Job Responsibilities :-

    1. Head of Human Resource will provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce;
    2. The Head HR also coordinates human resources activities such as recruitment, compensation, labour relations, benefits, talent management, learning and development as well as employee services and administration to meet the strategic objectives set by Management;
    3. Play the role of a strategic partner in management team, involve significantly in the planning for broad issues affecting the human resources;
    4. Support current and future business needs through the development, engagement, motivation, and preservation of human capital;
    5. Prepare, drive and manage annual HR budget, facilitate annual manpower planning and ensure timely recruitment of the right employees in accordance with the annual plan and Company policies;
    6. Establish and implements necessary system/procedures to enhance disciplined and performance culture across the Company, monitoring and taking necessary disciplinary actions;
    7. Serve as a link between Management and employees by handling queries, help to resolve work-related problems and having regular meetings with other HODs, and employees. Facilitate and participate in Collective Bargaining;
    8. Meet regularly with relevant government agencies and local authorities; ensure compliance with the various by laws and legislation under the purview of HR;
    9. Keep abreast and monitoring the annual KPI that needs to be achieved by HR as set by the Company to ensure their achievements;
    10. Present and report accurate information of the divisions/departments/subsidiaries to the respective stakeholders (i.e. shareholders, board of directors, employees and other members of the management);
    11. Implement performance management/talent management initiatives to ensure enhanced knowledge and skills sharing/transfer; and
    12. Any other duties and responsibilities assigned from time to time.

     

    Job Requirements :-

    1. Candidate must possess at least a Bachelor’s Degree, Post Graduate Diploma, Professional Degree, Master’s Degree, Human Resource Management, Business, Studies/Administration/Management/ Social Science or equivalent;
    2. 10-15 years working experience in HR Management with at least 10 years’ experience in senior managerial position;
    3. Good leadership, excellent organisation skills, interpersonal and communication skills, planning, organizing, attention to details, decision making skills, exceptional oral and written skills;
    4. People-centric, able to work under pressure to meet deadlines, possess strong drive, result oriented, Confidentiality, tact and discretion when dealing with people;
    5. Candidates with HR specialization skills such as Learning & Development, Organization Development, Employee & Industrial Relations are encouraged to apply. Broader HR experience or HR Generalist is plus;
    6. Experience in leading or supporting business transformation is a plus;
    7. Fluency in English and Malay languages both in speaking and writing;
    8. Proactive, able to lead and drive, business acumen (able to understand business, and interpret business needs into HR programs and actions), actionable and result-driven, able to manage ambiguity, effective communication & alignment, able to balance stakeholders, team collaboration;
    9. IT (MS Office) literate; and
    10. Full-Time position(s) available.
